The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required in the Plans, Specifications and Contract documents for said project to design and install a fire alarm system and provide monitoring services. The work will take place at Pleasant Valley Recreation and Park District Community Center in Camarillo, California, and other related work as described in the Specifications and Contract Documents, by reference, made a part hereof. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

NOTICE INVITING BIDS
COMMUNITY CENTER FIRE ALARM SYSTEM PROJECT
SPEC NO. CCFA-26

The Pleasant Valley Recreation and Park District (“PVRPD”) will receive sealed bids for the Community Center Fire Alarm System Project at the Pleasant Valley Recreation and Parks District office at 1605 E. Burnley St. Camarillo, Ca. 93010 no later than Thursday, January 29, 2026 at 5:00PM. Bids received after this time will be returned unopened. Bids shall be valid for ninety (90) calendar days after the bid opening date. Bids must be submitted on PVRPD’s Bid Forms.

Bids
must be accompanied by a Bid Bond on the form included in the Contract Documents, cash, or a certified or cashier’s check in an amount not less than ten percent (10%) of the submitted Total Bid Price.
There will be a Mandatory Informational Pre-Bid meeting Tuesday, January 6, 2026, at 9:00 A.M., at the Community Center 1605 E. Burnley Street, Camarillo, CA 93010.
The successful bidder will be required to furnish PVRPD with requisite insurance and Payment and Performance Bonds on the forms included in the contract documents equal to 100% of the Contract Price.
Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by PVRPD to ensure its performance under the Contract.

INSTRUCTIONS TO BIDDERS

Pursuant to Section 1770, et seq. of the California Labor Code, the Contractor and all subcontractors shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations and comply with all applicable Labor Code provisions, which include, but are not limited to the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors.
Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted, nor any contract entered into without proof of the bidder’s and subcontractors’ current registration with the Department of Industrial Relations. Within five working days, the bidder shall submit a valid DIR number. Failure to do so will deem the bid non-responsive. This Project will be subject to compliance monitoring and enforcement by the Department of Industrial Relations. If awarded a Contract, the Bidder and its subcontractors of every tier shall maintain active registration with the Department of Industrial Relations for the duration of the Project. It shall be the Bidder’s sole responsibility to evaluate and include the cost of complying with all labor compliance requirements.
Each bidder must have a valid California State Contractor's License with a classification of “C-10” in accordance with provisions of California Business and Professions Code Sections 7000 through 7145 and the contractor shall warrant that it and all subcontractors are properly licensed, which includes each entity having a local business license.
The successful bidder will be required to complete all work within sixty (60) consecutive working days, exclusive of maintenance periods, beginning on the date stipulated in the written "Notice to Proceed" to be issued by the Project Manager. In accordance with Government Code section 53069.85, PVRPD will be compensated for damages incurred due to delays for which the Contractor is responsible. The parties agree that determining PVRPD’s exact delay damages is and will continue to be impracticable and extremely difficult. As such, for each calendar day in excess of the time agreed upon for completion of all the work, the Contractor shall pay to PVRPD $250 per day as liquidated damages and not as a penalty or forfeiture. Such amount shall constitute the only payment allowed for damages resulting from Contractor caused delays. PVRPD shall have the right to deduct the amount of liquidated damages from any money due or that may become due under the Contract.
Award of Contract: The District may select the most qualified proposer in a "onestep" process or may conduct interview(s) with some of the proposers. The proposed fee shall be submitted under separate, sealed cover. The District may/will negotiate a final scope and fee with the most qualified contractor as determined by District staff in its sole discretion.
